What We Are Looking For:

The City of Orofino is seeking a dedicated and experienced Building and Zoning Official who is committed to ensuring compliance with building, zoning, and safety codes. The ideal candidate will have a deep understanding of construction practices, inspection techniques, and relevant regulatory frameworks. In this role, you will be at the forefront of maintaining the integrity of our city’s development while ensuring public safety through proactive code enforcement and effective communication with applicants, inspectors, and community stakeholders.

What It Takes to Do This Job

Work Period:
• A minimum of 40 hours per week.

Place of Employment:
• Primary work location at City Hall, 217 First Street, Orofino, Idaho, with frequent field visits to construction sites and project locations.

Supervisor:
• Reports directly to the City Administrator and coordinates closely with the Public Works Supervisor and other departmental heads.

General Responsibilities
• Permit and Inspection Management:
o Review and process building permit applications for compliance with state laws, local codes, and ordinances.
o Inspect construction projects at various stages and enforce building and zoning regulations.
o Issue permits, correction notices, and citations as necessary.
• Code Enforcement and Public Interaction:
o Investigate and resolve code violations related to construction, remodeling, and safety.
o Act as the City’s Zoning Officer by interpreting and applying city ordinances and regulations.
o Engage with the public, contractors, and other stakeholders—especially in stressful situations—to maintain clarity and compliance.
• Administrative and Technical Duties:
o Maintain detailed, accurate inspection records and reports.
o Update the City’s Master and Comprehensive Plans, including building/property development ordinances.
o Utilize computer skills for record keeping, reporting, and correspondence.
• Funding and Collaboration:
o Coordinate with City Department heads and collaborate with CEDA to identify appropriate grants or alternate funding sources.

Required Certifications and Qualifications
• Must possess a valid Idaho driver’s license.
• Attainment of the following certifications is required within six (6) to twelve (12) months of hire:
o International Code Council (ICC) Residential Building Inspector Certification.
o ICC Commercial Building Inspector Certification.
o ICC Residential Plans Examiner Certification.
o ICC Commercial Plans Examiner Certification.
• Demonstrated understanding of building construction areas (plumbing, electrical, mechanical, foundations, remodeling, etc.) and safety/fire prevention practices.
• Proven ability to interpret and apply relevant codes (IRC, IBC, IMC, IPC, etc.) and city ordinances.
• Excellent communication skills and the ability to handle public interactions professionally.

ADA Physical Requirements and Work Environment
Physical Requirements:
• Regularly required to sit, stand, walk, talk, and hear.
• Frequently required to reach, climb, balance, stoop, kneel, crouch, crawl, and occasionally taste or smell.
• Must frequently lift and/or move objects weighing up to 50 pounds.
• Vision requirements include close, distance, color, peripheral, and depth perception, with the ability to adjust focus.

Work Environment:
• A dynamic blend of office-based and field work.
• Office duties involve standard computer use and recordkeeping in a quiet, climate-controlled setting.
• Fieldwork includes exposure to outside weather conditions, occasional fumes or airborne particles, and a moderate noise environment.
